A boxed Intel® Server Board might force a system fan to run at full speed to protect electronic components:

Note For 1U Intel server systems, the fans are expected to run at a higher speed than the fans found on the pedestal/2U chassis. Verify that the status Light-emitting diode (LED) on the front of the chassis is solid green.
  • For non-Intel Server Chassis, try to manually select the fan speed during the FRU/SDR (Field Replaceable Unit/Sensor Data Record) upgrading progress. If the temperature sensor detects that the system is overheated, the system fan is forced to run at full speed.
