Why does the Quartus II software version 9.1 migration path for Stratix IV GX EP4SGX530KH40 device to the HardCopy IV GX HC4GX35FF1517 device allow use of transceiver quads GXBR2 and GXBL2?

Description

There is a problem in the Quartus® II software versions 9.1 and earlier, where the migration path from the Stratix® IV GX EP4SGX530KH40 device to HardCopy® IV GX HC4GX35FF1517 device fails to recognize a limitation on usage of the PCIe Hard IP (HIP) blocks during the Stratix IV GX fitting stage.

When a design targets a HardCopy IV GX HC4GX35FF1517 device with a Stratix IV GX EP4SGX530KH40 device as the prototype, and has a PCIe interface, use only transceiver quads GXBL0, GXBL1, GXBR0, and GXBR1 with PCIe HIP blocks. PCIe HIP blocks are not available for quads GXBR2 and GXBL2.

This problem is scheduled to be fixed in a future release of the Quartus II software.
